Oversee and monitor compliance in the Aviation Environmental Compliance (AEC) function pertaining to Airports, Airspace and Aircrafts. In addition, the post is responsible for the co-ordination of all aspects of AEC interventions with international stakeholders and industry, and – represents South Africa at related international forums for the development of policy, standards and model Regulations.
Qualification and Experience:
Bachelor of Environmental Science, or relevant undergraduate degree
Post graduate degree in Environmental Science with specialization in AEC at honours level or equivalent will be an advantage
2 years proven track record of liaison/coordination activities between multiple Government departments
3 years Environmental Protection implementation experience
5 years environmental Science experience
OJT in AEP, protocol,international relations
Aviation Management Training
Advanced knowledge of the aviation regulatory environment
Strategy: Research, Planning and Development:
Contributes to the development and formulation of the divisional strategy and plans
Translates organizational objectives and goals into Aviation Environmental Compliance key deliverables and actions
Establish Master Surveillance Plan to ensure comprehensive industry oversight and surveillance in line with the set objectives/performance indicators
Plan resource requirements including physical, technical and financial for the Environmental Compliance section.
Planning and execution of the inspection schedules with respect to aerodrome environmental management compliance and,, where required, review of aerodrome noise studies, etc.
Develop Aeroplane operators’ CORSIA related requirements and approve CORSIA Annex 16 e.g. Emissions Monitoring Plans, Emissions Reports and Emissions Cancellation Reports
Implements the States CORSIA requirements such as regulations and guidelines to ensure consistent compliance as per ICAO Annex 16
Manage and oversee overall financial budgeting for the Department
Comply with PFMA Budgeting requirements
Oversee and manage all work programs related to ICAO Annex 16 on Environmental Protection i.e. aircraft emissions, aircraft noise, CO2 emissions and global warming;
Lead the development, drafting of new or amendment proposals of regulations and technical standards related to Annex 16. Develop guidance material where necessary
Update AEP related documentation as necessary and prepare memos and reports on AEP related activities
Maintenance of the AEP legislative framework (Civil Aviation Act and AEP CARs and/or CATS related to Part 34; 36; 91; 121; 127;135 and 139)
Ensure continued Compliance with ICAO SARPs.
Monitor, evaluate and advise the industry and Government Departments on developments in other associated fields e.g. land use planning, noise abatement operating procedures, emission control through operational practices, etc.
Ensure the maintenance of all QA standards in compliance with ISO 9001/2000
Liaison and Policy Coordination:
Represent the client at local and the State at International fora on AEC related matters.
Follow up and monitor developments in other technical/scientific bodies on AEC and ensure appropriate follow through and coordination;
Represent the State in the ICAO Committee on Aviation Environmental Protection (CAEP)
Build and maintain partnerships and cooperation with international, regional and industry organisations;
Prepare and where required respond to public enquiries on AEP issues;
Assist the Dept. of Transport and liaise with other relevant Government Departments and the Industry on AEP matters.
Drive and support the ICAO CORSIA implementation and partner with the identified states on the CORSIA Buddy Partnerships.
Communications and Safety Promotion:
Present and organize workshops to interested parties and coordinate the development of material that can assist stakeholders in delivering accurate communications on AEP;
Communicate and promote environmental standards and objectives to all industry stakeholders.
Reports to internal CAA Departments, DOT, ICAO, and relevant government departments such as DEA and DLR on AEC matters as required by the respective jurisdictional mandates
