Overall Purpose of the Job
To provide Skills Development and OD strategies that support the overall strategic objectives of SACAA in line with the relevant legislations.
Manage and ensure Talent Pipeline (Bursaries Programmes, Learnerships
and Trainee Programmes) that support CAA Transformation strategy
Manage and Ensure alignment of Workplace Skills Plan and Annual
Training Plans with the business objective of CAA
Manage and maintain Skills Development Forums and talent related forums
(i.e. Leadership Succession Planning Forums)
Develop and drive the implementation of Workplace Skills Plan and audit models to identify competencies, knowledge and talent gaps and develop and recommend specific programs.
Manage and drive a High Performing culture by maintaining effective organizational structures and Jobs that are aligned to high quality work standards.
Drive and Manage Talent Management interventions and Succession Plans
Ensure effective Grading Methodology to address CAA organizational needs
Advocate change by driving organizational intervention to encourage continuous Improvement
Maintain a sound budget that improves efficiency and effectiveness
Comply with PFMA Budgeting requirement
Relationship Management/ Stakeholder Management:
Network with Government structures (DOL, Gender Commission, DPSA),
other state-owned entities, communities and other relevant bodies and
Education (Formal Qualification required)
Minimum: HRM Degree, Skills Development Facilitator certificate
Ideal: Post graduate in Social Sciences
Experience (Minimum Experience required)
5 Years Training, OD and Transformation experience
3 Years Management Experience
Other Special Requirements:
All tasks and responsibilities as specified by the CAA Quality Manual and CAA Quality Manual Procedures references, including references to all staff and generic terms such as executive management.
Required to travel extensively.
Required to work extended hours.
Required to be on standby.
